Across the globe, laws and regulations related to local governance undergo changes over time and there are multiple factors at play. Here are a few:
Evolving Societal Needs
As the needs of the world evolve, so will the needs and expectations of the Jamaican society.  Laws and regulations at the local level must therefore change to address the new challenges and opportunities, resulting from demographic shifts, to new economic structures to changing lifestyle preferences. For example, Jamaica’s Disabilities Act mandates ease of access to public buildings for people with disabilities.

Legal and Judicial Decisions
Legislation set at the national level will affect and lead to adjustments at the local level. Notably, local governance was entrenched in the Constitution of Jamaica in 2015. This created a framework for local authorities to collect and spend their own revenue as well as provided clear requirements for the staging of local government elections, among other things.   

Community Input and Feedback
Public opinion and community feedback are crucial in shaping laws and regulations that impact local governance. Periodic reviews and consultations allow citizens to share their concerns and suggestions, and provide valuable insights that may lead to modifications.

Environmental Concerns
As global awareness of environmental issues continues to grow, laws and regulations may be revised to incorporate more sustainable and eco-friendly practices. This could involve zoning changes, waste management regulations and building codes that promote greater environmental conservation and resilience.
