Town planning is a vital component of sustainable development in both urban and rural areas in Jamaica. Key considerations in effective town planning include improving living conditions and public health as well as protecting the environment.
A municipal corporation (formerly known as a parish council) is an enabler of effective town planning. Importantly, a municipal corporation enforces zoning regulations. These regulations outline specific land-use categories, ensuring that residential, commercial, and industrial spaces are appropriately designated. The enforcement of zoning regulations in town planning reduces the emergence of haphazard development and fosters the creation of cohesive and orderly communities.
The municipal corporation is also responsible for compliance with the National Building Code. Why is this important? The enforcement of the National Building Code ensures that structures are built to the requisite safety standards and this provides protection from natural disasters such as earthquakes and hurricanes. Enforcement of the National Building Code also prohibits construction in hazardous locations.
Town planning is becoming increasingly important within the context of climate change, especially in light of Jamaica’s vulnerability as a small island developing state. Land use, population density and infrastructural developments will shape Jamaica’s resilience to climate change.
